If your PDF downloads but does not open automatically in Chrome, change the PDF settings.
In Chrome, go to the 
Menu icon and choose “Settings“
In “Privacy and Security” select “Site Settings“
Scroll down and select “PDF documents“
Turn off the toggle switch “Download PDF files instead of automatically opening them in Chrome”
